How to Balance a CPU and GPU Without a Bottleneck Percentage
Use workload evidence, resolution and upgrade plans instead of a misleading universal bottleneck score.

Why one number fails
A CPU can limit a high-refresh competitive game while the same system becomes GPU-limited in a visually demanding title at 4K. Frame generation, ray tracing, simulation complexity, streaming and background applications can all shift the limiting component. A single percentage erases those conditions and implies precision the data cannot support.
A better assessment starts with representative workloads at the target resolution and quality level. Compare CPU-sensitive frame-rate behavior, GPU frame times and memory pressure separately. When third-party measurements are unavailable, the result should be marked as an estimate rather than dressed up as a calculated fact.
Build a balanced decision
Choose a GPU tier that can approach the visual target, then select a CPU that sustains the desired frame-rate class in the same type of games. For development or editing, replace gaming FPS with compile, export or application-specific evidence. Keep enough memory and storage performance that the main CPU/GPU pair is not starved by obvious capacity limits.
